Here's an update about this lock. I removed the dial, the ring screws, re-installed the dial and rotate it while the lock was horizontal on the table. The lock turned smoother. I marked around the ring with a pencil. Then I removed the dial, put back the ring screws and reassembled everything. I also put a few drops of ptfe grease inside the nylon bushing where the dial touches it and one little drop on the two small rollers on the back of the lock and one drop inside the cam. The lock was still hard to turn.
I removed the cam again and and looked at the spline from the back... even if everything looked aligned the spline was a little on one side. I was not sure because it looked centered, but I used a small flat screwdriver as a gauge and found out it was just a little off center. I loosened the ring screws, moved the ring just a hair and tightened them again. Reassembled everything and the lock rotates smoother than ever.
It still requires more force than a s&g 6730 for example, but now it's smooth and regular.
I'll make a "dial centering tool" with a threaded rod and two threaded cones to help me perfectly align the next locks.
