Help to open Strongbox

Got a call to open a "safe"
that wont open.
Here is all the info I have.
Owner has working key.
Key wont rotate the lock far enough to unlock.
Believes they over stuffed the safe with document, which may be causing the failure to open.
would like to open non destructive, if possible.
If not possible..."well then I just need it open"!

My questions:
Is this just key operated cam lock with a simple tail piece?
The Pull Ring, does it operate bolt works inside the box?(unlock with key, turn ring 90 degrees, pull)
Can I pull the plug and manipulate the lock?
Drill points, cut points.

Any and all info would be appreciated.

Doesn't look like a cam lock to me.
Lock could be a cashbox lock like the attached picture.

Try standing it on the end on padded surface like carpeted floor and bang it in different directions if they think they over stuffed it to see if the key turns a little more that before you banged it.
