Out of curiosity I looked it up.
There was actually a FAQ on it on the Microsoft home page:
"In the Windows Solitaire game using Standard Scoring, the highest possible score is 24113.
Standard Scoring in the Windows Solitaire game is accomplished as follows:
•You receive 5 points per card brought from the deck to the table and 10 points per card brought from the table to the foundation at the top.
•Bonus points are calculated with the formula of 700,000 / (seconds to finish) if the game takes more than 30 seconds. If the game takes less than 30 seconds, no bonus point is awarded."
So to play a game and achieve the maximum possible score, every card must be first brought down from the deck, to the table, then up to the top, with never bringing a card back down or undoing a step for any reason (giving you 780 points at 15 points per card), and completing the game in precisely 30 seconds to earn the maximum of 23,333 bonus points, for a game total of 24,113.
Somehow, I don't think I'll ever achieve that. But I did some searching to see how others have done. I didn't want to waste too much time on it but I clicked on a couple of promising links and immediately found three people with faster times posted, the fasted claimed time/score was about 45 seconds and about 16,000 points.
