First pick and question

I received my Sparrows Tuxedo kit today, and SPP'd my first couple of locks, a Master Lock 3 and a smaller no-name padlock.

On the Master Lock, Pin 4 bound first, then 2, then 1, then it opened. I never felt Pin 3 bind and never intentionally set it. I've picked it several times and it's the same each time except once when Pin 2 set first then 4, then 1 - but still no binding on Pin 3. Looking at the key bitting (see picture below), I see that pin 4 sets high and pin 3 low. I think what is happening is that the binding order is 4-3-2-1 and that when I set pin 4 using a short hook (the set does not include a medium hook), I'm also lifting pin 3 enough that it sets immediately after pin 4, without my having to explicitly set it. Does this make sense?
