my guess is leftover parts from some sort of evil robot clown prototype. what the hell they doin over there in china

Sort of a bypass tool? to put through the peephole ("cat-eye") to active the internal latch... The news clips on Youtube is not very detailed on the exact usage but can guess...

All this Chinese nonsense about "cat's eye" is some sort of confusion over a "cat's paw" tool. Cat's paws are like those spider prongs that grasp something when you push a button. Very small ones are used for manipulating electronic parts. The larger locksmith tools are, as Sour points out, used for opening doors either through the peephole or under the door. What confused me about the tool in the link I originally referenced is the weird end which doesn't seem to have any use, but the elastic band seems to fit an opening tool.
Someone should offer these Chinese vendors a proper translation service so we would know what the hell their tools are for. Other than bad translation, they also try and get as many names as possible into the descriptions: "lockpick, cat's eye, tubular, bump key, etc etc."
