The code is hidden in the tumblers. One position opens the lock, another position opens one of these doors...

saw one of these once on ebay, it was a lockwood key... no lock to go with it though

Exactly.. Somebody may prove me wrong, but this key is a Kumihara key, for a pin tumbler safe deposit lock, only I have never seen a Kumihara SD lock that has this many pins. The head of the key to me is a dead giveaway.

Nope, not Kumahira though the bow is reminiscent of their security box key it is much different. That and the Kumahira BX locks are six tumbler.
That key (12 pin) appears to be for a coin op device, key control and pick resistance are key (pun intended) for securing cash in a public environment, such as areas that are lonely that give criminals time to ply their trade.
For that key to work in a safe deposit box approximately half the pins would be in the nose.
