I suggest putting a carriage bolt through from the inside and have your buddy weld the bolt on the outside. Then just grind the outside flat and paint

I did the same thing with my Amsec safe when I was first starting out (which I still am to be honest) and I decided to just keep the hole I made in the back of the safe as a mounting hole. This way I can mount the safe to the floor using the bottom holes, and one bolt to a wall stud using the hole I drilled on the back, so no real need to fill it, I see it as a new feature =)
